UTAH POLL OF RECORD: 56% Oppose Amendment B
One-Third of Likely Voters Say They’ve Already Voted; Trump Job Approval at 45%
PHOENIX (October 29, 2026)- With Election Day less than a week away, a majority of Utah likely voters oppose Amendment B and disapprove of President Donald Trump’s job performance, according to Noble Predictive Insights’ (NPI) poll of record on Utah’s general election.
This Utah Public Opinion Pulse (UTPOP) poll of record, conducted from October 26–27, 2026, surveyed 527 likely general election voters in Utah, yielding a margin of error of ±4.27%.
Amendment B
Utah voters will decide whether certain citizen-led tax initiatives should face a higher hurdle to become law. Amendment B would require at least 60% approval for citizen-proposed laws that increase taxes compared with existing law, rather than a simple majority, as described in the survey.
The proposal trails by 22 points: 56% would vote no and 34% would vote yes. Another 10% are not sure.

Opposition leads across all three party groups. Democrats oppose the measure 82% to 11%, and Independents oppose it 58% to 29%. Republicans are more receptive, but opposition still exceeds support among them, 48% to 42%.
“Amendment B has a coalition problem. Democrats and Independents oppose it, and even Republicans are more likely to vote no than yes. It’s hard to build a winning coalition when you’re trailing in every party,” Noble said.
Trump Job Approval
President Donald Trump’s job approval stands at 45%, with 53% disapproving, putting him 8 points underwater with Utah likely voters. Disapproval is also more intense: 47% strongly disapprove, compared with 27% who strongly approve.

Republicans approve of Trump 66% to 34%, while Democrats disapprove 99% to 1%. Independents disapprove 72% to 25%, leaving Trump with substantial opposition beyond the Democratic base.
Early Voting
About one-third of likely voters report having already voted or returned an early ballot, according to the survey. Among those respondents, 38% approve of Trump’s job performance and 62% disapprove. Those yet to vote are evenly divided with approximately 49% approving and 49% disapproving.
Final thoughts from NPI Founder & CEO Mike Noble: “Utah gives Trump a favorable electorate, but not a free pass. Independents are heavily against him, and a third of Republicans disapprove. And as we see here, that is enough to leave a Republican president underwater in a Republican state.”

Methodology: This poll was conducted by Noble Predictive Insights from October 26-27, 2026, and surveyed Utah likely voters via text-to-online. In total, we interviewed 527 likely voters in Utah. The sample demographics were weighted to accurately reflect the projected Utah electorate by gender, county, age, party, race/ethnicity, education, and recalled 2024 presidential vote, according to recent voter file data, the Utah Lieutenant Governor’s Office, and Census data. The margin of error was +/-4.27% for likely voters. Non-response, coverage error, and other factors may also contribute to error. Numbers may not total 100%, due to rounding.
