Lombardo’s Political Position Heading into Legislative Session



PHOENIX (January 30, 2025)- According to recent public opinion polling data from Noble Predictive Insights’ (NPI) latest Nevada Public Opinion Pulse (NVPOP), Governor Joe Lombardo is maintaining a strong standing despite leading an increasingly divided state. As Nevada prepares for crucial budget negotiations and legislative session, the poll highlighted both Lombardo's areas of strength and potential challenges ahead.

 

This NVPOP, conducted from January 14–17, 2025, surveyed 813 registered voters in Nevada, yielding a margin of error of ± 3.44%.

 

Nevada voters are feeling good about Joe Lombardo

In an era where political polarization can often hurt ratings, Governor Lombardo has maintained positive numbers, demonstrating real political strength. The January NVPOP shows that about half of Nevada voters have a favorable view of the governor and approve of the job he is doing, giving him double-digit net favorability and job approval.

More good news for Lombardo: there is little appetite for a primary challenge. When asked about the possibility of a challenger in the next election, 58% of Republicans indicated they would prefer Lombardo remain unopposed for the Republican nomination for governor – a considerable achievement in today's political climate where voters are disenchanted with incumbent politicians.

 

"Governor Lombardo is in decent shape here. As a Republican governor in a historically light blue state who is maintaining net-positive ratings and, as of now, is overcoming the anti-incumbent mood that swept the nation in 2024, this data speaks to Lombardo’s ability to connect with voters beyond partisan loyalty," said David Byler, NPI Chief of Research.

 

But good feelings only go so far: legislature beats Lombardo on most issues

While Lombardo’s ratings are strong, the upcoming legislative session presents challenges. As voters wonder what the governor’s next moves will be in crucial budget negotiations and other key issues, Lombardo could start on the back foot on some key issues. When voters were asked who they trusted more – Lombardo or the Democratic-controlled state legislature – on a battery of issues, voters more often preferred the legislature.

Nevada voters expressed greater trust in the Democratic-controlled legislature on issues that are typically strong suits for Democrats – climate change (state legislature +20), abortion rights (+19), healthcare (+10), affordable housing (+9), homelessness (+7), and education (+5).

 

That said, there are areas where Lombardo’s credibility is stronger or evenly matched. Crime is Lombardo’s biggest strength, with 40% of voters trusting him more than the state legislature to reduce crime. Voters are generally split when it comes to certain economic issues – neither the governor nor the legislature has a leg up. These dynamics suggest that while Lombardo must navigate a challenging legislative landscape, he has opportunities to leverage his strengths in a way that maintains support from his base while working across the aisle to address key issues.

 

“Trump won the most voters in Nevada in 2024, and Lombardo won the most votes in the 2022 governor race. But that doesn’t make either man dominant. Lombardo will still need to negotiate with Democrats in the legislature to find creative compromises to achieve his goals,” said Mike Noble, NPI Founder & CEO.

Methodology: This poll was conducted as an online opt-in panel survey. The survey was completed by Noble Predictive Insights from January 14–17, 2025 from a Nevada statewide registered voter sample. The sample included 813 registered voters, yielding a ± 3.44% margin of error. The sample demographics were weighted to accurately reflect gender, region, age, party affiliation, ethnicity, and education according to recent voter file data, the Nevada Secretary of State’s Office, and recent Census data.
